The decision of the ministry has drawn criticism from all quarters.

Article 290 of the Public Health Services Act, 2075 states that basic health care means the promotional, remedial, diagnostic, therapeutic and rehabilitation services that are easily available free of cost from the state to meet the health needs of the general public as per sub-section 940 of section 3. In the following section 9G of sub-section 940 of section 3, the services related to communicable diseases and general emergency services in section 9 have been included under the basic services, it is reported in today's citizen daily.

लोक स्वास्थ्य सेवा अधिनियम, 2075 के अनुच्छेद 29K में कहा गया है कि बुनियादी स्वास्थ्य देखभाल का अर्थ है प्रचारक, उपचारात्मक, नैदानिक, उपचारात्मक और पुनर्वास सेवाएं जो कि राज्य की जनता की स्वास्थ्य आवश्यकताओं को पूरा करने के लिए राज्य से उप-धारा 940 की धारा 340 के रूप में आसानी से उपलब्ध हैं। धारा 3 की उप-धारा 940 की निम्नलिखित धारा 9 जी में, खंड 9 में संचारी रोगों और सामान्य आपातकालीन सेवाओं से संबंधित सेवाओं को बुनियादी सेवाओं के तहत शामिल किया गया है, यह आज के नागरिक में दैनिक रूप से सूचित किया जाता है।
